On Thursday, August 3, the Senate passed H.R. 4, the Pension Protection Act of 2006, which contains a charitable giving incentives package and a charitable reform package. The Independent Sector reports that the bill "represents the most comprehensive series of reforms to the rules governing the charitable sector since the Tax Reform Act of 1969" and that "the President is expected to sign it into law very soon."
